Comments
The 11 children in other settings includes 7 in hospital, 1 at an audiology suite,  1 at a safe home, 1 at a child protective services office (DCF) and 1 receiving service coordination only 
via the internet.  All IFSPs for children receiving any service in a setting other than home or community have justifications on file with the lead agency.
Connecticut estimated the race/ethnicity for 67 children who had an unknown race/ethnicity or multiple race/ethnicities.
As requested in an email on January 21, 2010 at 12:28 PM from Newton Piper, Connecticut had already prepared the Part C
2009 Child Count and Settings data based on instructions and forms available prior to OMB approval.  
The state's data may depart from the instructions provided in the 2009 Table 1 and Table 2 because children who were exited from
Part C based on "Attempts to Contact Unsuccessful" (Table 3, row 10) are not counted as having an active IFSP on Dec. 1, 2009.
The rationale for this possible departure is that "Attempts to Contact Unsuccessful" was and is a valid exit status on Table 3.
There are children/families counted as having an active IFSP on Dec. 1, 2009 that EIS Providers are not able to contact.  They have not yet been
exited based on "Attempts to Contact Unsuccessful" because the local EIS providers are still attempting to contact them.  Connecticut has  
procedures about steps EIS Providers should follow prior to exiting a child/family based on "Attempts to Contact Unsuccessful".  The
IFSPs for families of children under age the age of 3 who have recently exited can be "reactivated" or the child may be re-evaluated
once contact has been re-established depending on the individual circumstances for each child and family.
