Each
state has a lead agency for Part C that is responsible for
general supervision of programs. This includes monitoring
compliance with laws and procedures, and measuring the quality
of service delivery. The lead
agency also tracks and processes complaints and administrative
hearings. In Connecticut, the Department of Mental
Retardation, as the lead agency, gathers together all of this information, then uses it
to provide targeted technical assistance, shape procedures and
clarify state and federal expectations of Part C for Birth to Three programs.
