Meetings are free and open to the public. An open public comment period will be held at the beginning of each meeting.  Public comment is limited to five minutes per speaker- no advance notice is necessary. If you require any accommodations please contact Anna Gorski at 860-418-8716 prior to the meeting to make arrangements. Please note coffee and breakfast will no longer be offered at ICC meetings.

The State Interagency Coordinating Council is established under federal and state law for the purpose of advising and assisting the CT Birth to Three System in managing its responsibilities under Part C of the Individuals with Disabilities Education Act (IDEA).

The function of the Council per Connecticut Law17a-248b is to:

1). Assist the lead agency in the effective performance of the lead agency’s  responsibilities, including:

  • Identifying the sources of fiscal support for early intervention services and programs
  • Assignment of financial responsibility to the appropriate agency
  • Promotion of interagency agreements

2. Advise and assist the Commissioner of the Department of Mental Retardation on issues concerning:

  • The development of standards and procedures
  • The transition of children from Birth to Three into Dept. of Ed services
  • Identifying barriers that impede timely and effective services delivery
  • The adoption of rules and regulations

3. Prepare and submit an annual report to the Governor and the General Assembly on the status of the Birth to Three System

Members include parents of children with special needs and representatives from State agencies, the medical community, the legislature, providers of early intervention, the Head Start community, and the insurance commission. Members are appointed for up three years. 

In September of 2005, the ICC held a retreat for planning 2005-2007 activities. The day provided a positive environment in which members were able to review and discuss ICC roles and responsibilities, list accomplishments, strengths and challenges, and devise strategies for maximizing effectiveness in fulfilling roles and responsibilities. The council identified four priority areas: quality services, legislative involvement, financial management and communication.

All Council meetings are open to the public with a period for public comment scheduled. Come share your input and experiences, observe, or request the Council’s assistance. ICC Executive Committee Meeting Schedule

All meetings are open to the public. It is expected that all Council members will attend every ICC meeting.
