State Systemic Improvement Plan (SSIP) – Phase II
Phase II of the SSIP was developed with input from a primary external stakeholder group made up of members of the Birth to Three Interagency Coordinating Council with additional CT Birth to Three program directors, the director of Child Development Infoline, and a representative from Connecticut Parent Advocacy Center. Input was also gathered from lead agency staff, regional provider meetings, the data system users group, and staff from the Office of Early Childhood.

The fourth Phase II broad stakeholder meeting was held on February 29, 2016. Here are the slides and here is a PDF of the slides. The primary purpose was to put the narrative into an evaluation plan table to help implementation teams know what they were measuring.
The third Phase II broad stakeholder meeting was held on December 1, 2015. Here are the slides and here is a PDF of the slides. The primary purpose was to develop a logic model that will help the system develop an the required evaluation plan. Here as a PDF of the logic model and here is the same this as a PowerPoint slide. The state was helped by three technical assistance centers; the ECTA Center, the NCSI, along with resources from the Idea Data Center.
The second Phase II broad stakeholder meeting was held on October 26, 2015. Here are the slides and here is a PDF of the slides. The primary purpose was to review the 4 Implementation Teams, the plan for completing the report for OSEP, and to begin some gap analysis as a way to prepare for a full day meeting on December 1st. The other objective was to identify which teams needed more stakeholders including families and providers and how to get them to participate.
