The Office of Early Childhood (OEC)
The OEC is Connecticut’s “lead agency” that administers Part C of the IDEA which we call the Birth to Three System. The OEC contracts with 18 agencies to provide all early intervention services (EIS) and supports.

To Make a Birth to Three Referral
Anyone can make a referral to Connecticut’s Birth to Three System and orders from a medical provider are not required. For more information on making a referral to the Birth to Three System please go to here.

Note: The Birth to Three team is working on a hybrid schedule. The best way to reach us is by email. We are in office every Monday.
For families already in Birth to Three,
- For most questions, you can contact your child’s Service Coordinator (on your IFSP) or your Birth to Three Program director.
- For specific requests about records or other issues for a family in Birth to Three, please contact the Birth to Three program that is supporting the family as listed on their IFSP. Each child’s record is only maintained by the Birth to Three Program that is supporting the family, not by the OEC. The program fax numbers are available on their webpage on this site.
