The cost of operating the Birth to Three System is almost entirely covered by state and federal dollars (IDEA Part C and Part B and Medicaid). With consent Birth to Three programs also bill commercial insurance.
- No personally identifiable information (PII) for the purpose of billing commercial insurance will be released without your consent. The consent to share PII with Medicaid was included as part of the process when you enrolled in Medicaid.
- You will not be required to sign up for or enroll in Medicaid or private insurance programs in order to receive early intervention service (EIS) supports from Birth to Three programs.
The System of Payments Policy for Families is being updated but here is a preliminary revision

Any families with children under 3 who were receiving only the services available at no cost should be contacted by their service coordinator to revise their IFSP.
