The Federal Individuals with Disabilities Education Act (IDEA) is intended to support states and localities in protecting the rights of, meeting the individual needs of, and improving the results for infants, toddlers, children and youths (Ages 0-21) with disabilities and their families.  Here is a link: IDEA 2004 (Complete Statute)

Part C of the IDEA is the Program for Infants and Toddlers with Disabilities.  This is grant program that assists states in operating a comprehensive statewide program of early intervention services for infants and toddlers with disabilities, ages birth through age 2 years, and their families. IDEA 2004 – Part C Section only and  Regulations (updated as of September 28, 2011)

Connecticut General Statutes include the state law Sec. 17a-248.  (https://www.cga.ct.gov/current/pub/chap_319b.htm#sec_17a-248), State Regulations, and two State Insurance Statutes.

Birth to Three is also governed by Public Act 13-178 “An Act Concerning the Mental, Emotional and Behavioral Health of Youths”

The Federal Family Educational Rights and Privacy Act (FERPA) protects the privacy of student education records including early intervention records.   FERPA
