The Office of Early Childhood is excited to announce a request for proposal (RFP) for Connecticut’s Birth to Three System. OEC seeks providers to deliver Birth to Three Services, including both Comprehensive Early Intervention Programs and specialized Deaf/Hard of Hearing Support Programs.
OEC will invest up to $199,568,130 over five years to build a sustainable, statewide system that serves approximately 15,000 children annually and supports early intervention grounded in best practices and IDEA Part C requirements.
Proposals for this RFP are due by November 9, 2026, and selected Providers must adhere to OEC’s service model, procedures, and collaborate with community partners to ensure coordinated support for families.
