The Connecticut Birth to Three System is procuring its Single Point of Entry (SPOE). The SPOE plays a crucial role to our system by being the initial contact with families to support them with making a referral. Please find additional information here: Single Point of Entry RFP
OEC is investing up to $3,250,000 in funding over a 5-year period to:
- Process all identified developmental concerns as part of the Birth to Three referral process.
- Connect all children who have an identified developmental concern to a Birth to Three contracted provider within 7-days of the identified concern.
- For children who are over the age of three, provide contact information to the Local Education Agency (LEA) in that child’s town for a special education referral.
- For children without developmental concerns, the SPOE will refer the family to a community-based resource such as Help Me Grow.
This RFP is part of OEC’s long-term vision to build a sustainable and financially viable Birth to Three system that works for families and Birth to Three contracted providers. Proposals are due by Monday, February 2, 2026, by 5:00 pm ET.
