Note:  Effective March 29, 2020 per Executive Order 70 and OEC Memo #14, Family Cost Participation Fees  are waived as are new suspensions for nonpayment.  For more information please talk with your service coordinator.  Programs are still required to collect the data on Form 1-9 mentioned below.


The cost of operating the Birth to Three System is almost entirely covered by state and federal dollars. To offset some of the state costs, Birth to Three bills private insurance and Medicaid, and families that make $45,000 or more  pay a monthly fee based on a sliding scale. These family payments help the state to continue to provide supports and services to all families of eligible children.
