    OSEP Determinations

    July 1, 2014

Last week Connecticut received the state’s “determination letter” from the US Dept. of Education Office of Special Education Programs (OSEP) and for the 7th year in a row… “The Department has determined that Connecticut meets the requirements of Part C of the IDEA.”   That may not sound like a lot but it means a great deal. The only way we could continue to meet all of the requirements of Part C of IDEA year after year is through your efforts ensuring that families have timely initial IFSP meetings, new services, and transition conferences.  This is in addition to all the … Continue reading

Are you interested in starting a Local Interagency Coordinating Council in your community?

    June 26, 2014

The Birth to Three System is interested in funding new community Local Interagency Coordinating Councils (LICC). Currently LICC’s exist in Danbury, Torrington and Lower Fairfield area. Connecticut’s LICCs are independent advisory bodies; therefore their internal structure is as individualized as the LICC itself. LICCs are required by statute to meet at least four times per year.  Most LICCs meet more often or hold additional events on interesting topics each year.  Most LICCs, however, have one, two, or three identified chairs or officers to enhance group direction, facilitate the LICC planning and implementation of activities, and ensure completion  of the necessary … Continue reading

E-signatures are Okay to release child record to SSA

    May 19, 2014

The Social Security Administration’s (SSA’s) secure online application and electronic medical record system use electronic signatures to indicate Parent/Guardian consent to release personal information about their child.  If you are wondering if this electronic signature is acceptable to release the child’s Birth to Three records, the answer is YES. Medical Examiners rely on Birth to Three evaluations as part of their determination of eligibility for cash benefits. When you receive a request for records about a child currently or previously on your roster that includes a “typed” name of parent or guardian, please provide the requested information at your earliest convenience … Continue reading

    Family Survey Clarification

    May 13, 2014

Each March we give batches of pre-printed family surveys to programs to pass on to specific families.  The families who get the surveys are those who have had more than six months of visits on Feb 1st each year. If you have a family who you think should have received a survey and didn’t, first please check that their first visit was before 8/1/13.  If it was, please contact Anna.Hollister@CT.gov.   If it wasn’t, please do not give the family a blank survey as they need a number to complete the survey online. In addition, regardless of how the survey is completed, their results … Continue reading

    ICD Coding

    April 1, 2014

As providers recently heard at three regional meetings, there were changes to our procedures pending that were related to the changes in the International Statistical Classification of Diseases (ICD) coding scheduled for October 1, 2014.  These changes, that impact Medicaid and Commercial Insurance billing, were to take effect April 1st so we would have six months to prepare. Yesterday, March 31st , HR4302 was passed out of the Senate and includes this verbiage: SEC. 212. DELAY IN TRANSITION FROM ICD-9 TO ICD-10 CODE SETS. The Secretary of Health and Human Services may not, prior to October 1, 2015, adopt ICD-10 code sets as … Continue reading

    ECO-Maps

    April 1, 2014

Last month Sherri O’Neal from CPAC’s Family Connections and Aileen McKenna, Birth to Three Family Liaison, recorded an eco-map demonstration to be shown at service coordination training. For training purposes this 13 minute video is slightly longer than a typical eco-map. Most take around ten minutes to complete but the wealth of information gathered in that short time is well worth the extra minutes of effort. The video has been posted on the Birth to Three System’s YouTube channel at http://youtube.com/CTBirth23  in a playlist just below the welcome videos or you can click this link to go directly to it.

    CPAC is recruiting volunteers!

    February 26, 2014

CPAC is looking for our best and brightest former Birth to Three families! Now is their opportunity. CPAC is recruiting volunteer mentor parents to serve as telephone and email support to current Birth to Three families in their new Family Connections program. Families will be matched by geographic area and child disability. Mentor parents will receive training and ongoing support from CPAC staff. This is a great … Continue reading
